The North Carolina Landscape Contractors’ Licensing Board, a state licensing board, was created by the North Carolina General Assembly by statute on August 1, 2014, replacing the North Carolina Landscape Contractors’ Registration Board.  As an industry supported entity, the Landscape Contractors’ Licensing Board does not receive any state funds.  Fees collected from industry professionals go to perform statute defined duties including giving examinations, issuing license certificates, maintaining records of licensees and monitoring for violations to ensure the health and safety of consumers.

The Landscape Contractors’ Licensing Board consists of nine appointed citizens who are responsible for administering Chapter 89D of the General Statutes of North Carolina.  That is, to give examinations, issue license certificates, monitor for violations, maintain records of licensees, etc. The members of this board are appointed by: the Governor of NC, the President Pro Tempore of the NC Senate, the Speaker of the NC House of Representatives, the Commissioner of Agriculture, the President of the University of North Carolina, the NC Nursery and Landscape Contractors’ Association, and the NC Chapter of the American Society of Landscape Architects.

The Landscape Contractors Law, Chapter 89D, is a statute which regulates landscape contracting in North Carolina; thereby safeguarding life, health, and property and maintaining a high professional standard for the landscape industry. The law states, in part, that “no person shall engage in the practice of landscape construction or contracting, use the designation “landscape contractor,” or advertise using any title or description that implies licensure as a landscape contractor unless the person is licensed as a landscape contractor by the North Carolina Landscape Contractors’ Licensing Board.”
